Catholic Relief Services (CRS) is the official international humanitarian agency of the Catholic community in the United States. CRS' relief and development work is accomplished through programs of emergency response, HIV, health, agriculture, education, microfinance and peacebuilding.

As the newest country in the world, South Sudan continues to struggle amidst the challenges that accompany the complex process of nation-building. The 2018 Peace Agreement has brought hope that South Sudan will transition from a protracted crisis to long-term development programming, but the implementation of the agreement has been slow. CRS country program in South Sudan includes Food Security, Livelihoods, Nutrition, WASH, Emergency Response, Health, Peacebuilding and Microfinance, supported by WFP, USAID, EU and emergency funding from CRS, LDS, and other Caritas private donors.

Job Summary:

You will serve as a Program Manager - Emergencies for health programming, with a focus on primary health care, and assist other programs as required. You will lead a team of national staff in the Country Program (CP). You will oversee direct implementation of activities in remote and/or insecure field locations. You will actively coordinate with all other CRS programs and teams undertaking similar interventions and working in the same target areas. You will coordinate with sector teams to amplify the value and impact of CRS program portfolio. You will engage in designing and implementing projects advancing CRS' work in serving the poor and vulnerable . Your management skills and knowledge will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of its programming. You will be based initially in Juba city, Central Equatoria State, with potential to relocate to Bor town, Jonglei State subject to extended funding, and conduct regular field visits to remote and insecure field locations.

Roles and Key Responsibilities:

• Serve as a Program Manager - Emergencies with a primary emphasis on emergency health programming. Directly manage and implement all activities throughout relevant project cycles - project design, start-up, implementation and close-out - to ensure efficient and effective implementation in line with CRS program quality principles and standards, donor requirements, and good practices. Ensure program plans reflect operational constrains including insecurity and seasonal access constraints. Ensure project team use the appropriate systems and tools.

• Ensure effective planning, coordination and integration of efforts and reporting with other CRS programs, particularly PEPFAR, OFDA, EU, WFP and FFP, to optimize the use of shared program teams, assets and facilities and strengthen the collective impact of CRS interventions.

• Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports.

• Champion learning with project staff. Analyze and evaluate project performance data following MEAL policy. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles.

• Act as a key technical resource person during project design and proposal development, gap-filling and taking on growth responsibilities, as needed.

• Coordinate the identification of staff capacity and technical assistance capacity strengthening and required interventions to support quality project implementation.

• Help identify, assess and strengthen partnerships relevant to CRS programming , including MoH, WHO, UNICEF, WFP and peer agencies, applying appropriate application of partnership concepts, tools and approaches.

• Coordinate and monitor financial and material resources relevant to project needs. Through planning and oversight ensure efficient use of project resources.

• Ensure all required program and operations documents are submitted in a timely and complete manner. Effectively coordinate with supply chain, finance, human resources and the business development unit for complete and accurate reporting.

• Ensure that you and your team understand and adhere to CRS staff safety and security policies and plans.

• Ensure that safeguarding, protection and gender equity are consistently and intentionally streamlined into all program activities, including staff recruitment and training.

• Champion CRS commitment to safeguarding everyone from harassment, exploitation and abuse through robust systems of prevention and response, as well as our commitment to gender equity.

Qualifications:

Basic Qualifications

• Master's Degree in Public Health, International Development, or related field. Additional experience may substitute for some education.

• Minimum of 3 years of relevant field-based experience managing moderately complex projects required, preferably with an international NGO.

• Demonstrated experience of extended deep-field experience in complex, resource-limited settings.

• Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.

Required Languages - English fluency; Arabic and Nuer a plus

Travel - Must be willing and able to spend up to 80% of time in remote and insecure field locations.

Knowledge, Skills and Abilities

• Cultural awareness and the capacity to learn rapidly and adapt management approaches to varying cultural and security contexts.

• Strong critical thinking and creative problem-solving skills with ability to make sound judgment. Proven ability to plan and manage multiple tasks in parallel to optimize the short seasonal implementation window in multiple locations. Capacity to respond rapidly to evolving challenges, devise appropriate solutions and achieve results.

• Strong relationship management skills and the ability to work effectively with culturally diverse groups. Experience and skills in implementing matrix management for programs and operations field teams.

• Strong written and verbal communication skills with ability to write reports.

• Demonstrated capacity to live and work in remote and insecure field locations with very basic amenities and few or no other international staff and adhere a strict curfew and movement restrictions.

Preferred Qualifications

• Project management experience in South Sudan or similar setting.

• Understanding of the South Sudan context.

• Experience with epidemiology and infectious disease programming.

• Experience contributing to the development of technical proposals.

• MEAL skills and experience preferred.

• Health data analysis preferred.

• Ability to deploy to South Sudan, without delay.

Internal: MEAL Program Manager, Gender and Protection Technical Advisor, Business Development Specialist, Security Manager, programs and operations management teams across the Country Program and regional technical advisors.

External: Donors, Caritas Internationalis member organizations, UN agencies (WHO, UNFPA, WFP and UNICEF) , peer agencies, national and states Ministry of Health, national and state level health and nutrition clusters and local government authorities.
