Catholic Relief Services (CRS) Sudan Program leads a consortium of five INGOs and 13 NNGOs as well as a university research partner to implement the DFID-funded Taadoud II: Transition to Development and the USAID-funded Recovery in Sudan for Improved Nutrition and Growth (RISING II) programs across the five Darfur states. Taadoud and RISING operate as one program with two funding streams. Collectively, they aim to build the resilience of local communities – particularly returnee and other conflict-affected vulnerable populations – to cope with shocks and stresses through an integrated approach that includes natural resource management, agriculture and livelihoods promotion at the farm/household levels and through private sector engagement, and nutritional support. Cross-cutting components include learning, ICT4D, equity (“leave no one behind”), participatory community monitoring and evaluation for community-based NRM, gender equity, and operational research.

The Program Manager II (PM II) will oversee high quality program development, implementation, monitoring and reporting of the two integrated programs in East Darfur state. The PM II will be responsible for providing technical support and administrative leadership, coordination and management support to the CRS Taadoud and RISING project implementation team in East Darfur to attain high quality impact on household and community resilience to recurrent shocks and stresses in alignment with CRS strategic goals. S/he will lead and supervise a team in the Ed Daien field office and deep field offices in East Darfur and is responsible for building their competencies and growth in resiliency programming with a particular emphasis on strengthening the capacity of local staff, NGO partners, and government counterparts. S/he ensures program quality of resilience building activities and coordinates with ot her stakeholders (national and local government, other NGO, UN bodies) in East Darfur.

Basic Qualifications:
* A Master’s Degree in international development, international relations, or in the field of community development, agriculture, natural resource management, health and nutrition, or a related field is required. Additional experience may substitute for some education.
* Minimum of 5 years of program management experience required, with at least 2-3 years’ field experience in humanitarian or resilience programming required. Experience with agro-enterprise and/or agricultural value chains programming preferred.
* Experience managing moderately complex projects preferably with an international NGO.
* Prior supervisory experience is required; experience supervising remote teams in a complex operating environment strongly preferred.
* Demonstrated ability to write high quality technical proposals and reports.
* Experience implementing monitoring, evaluation, accountability, and learning systems required.
* Prior experience managing USG and/or DFID funding, with understanding of USG and DFID expectations and trends for food security and livelihoods activities preferred.
* Competence using MS Windows and MS Office packages (Excel, Word, PowerPoint, Outlook, Teams).

Required Languages – Fluency in written and spoken English required; Arabic language abilities preferred

Travel – Willingness to travel approximately 45% of the time to remote areas of the country.

Work Conditions/Environment Conditions: Based in Ed Daien, East Darfur. The living situation is a guesthouse with other staff. This is a non-accompanied post.
