Description

Background:

The Programme Assistant will work as  part of a team coordinated by the Assistant Representative to  provide integrated programme and technical support fundamental to UNFPA’s overall strategy.  S/he is expected to  work closely  with the Operation and Finance Team to ensure timely provision of operational support to CO and sub offices.

S/he should  contribute to the development and effective implementation of the  UNFPA work   by providing programming and administrative support to UNFPA and its implementing partners. As appropriate, s/he will also contribute to research, financial management and operational and procedural guidance.

Work Relations

The Programme Assistant works with and provides support to the members of the Country Office Programme Team, Operation and Finance Team, staff of sub-offices, and the implementing partners. This objective is to work in an integrated approach teaming so as to  achieve the  common goals and shared objectives, and demonstrate personal commitment to UNFPA’s mandate and vision.

Both internal and external contacts include exchange of information on broader aspects of the work area, which may include providing clarification of non-routine matters requiring  technical input.

 Duties and responsibilities:

Assist the technical and programme team, in collaboration with operation and finance team,  in:

  • Providing support and advice on operational and programme matters;
  • preparing, implementing  and monitoring the country programme work;
  • Ensuring proper management of the office  filing and archiving systems;
  • Applying UNFPA rules, regulations and procedures;
  •  research,  including bibliographic and database searches; summarize information and draft contributions to CO reports, papers, technical notes, and publications;
  • Identifying sources, and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers;
  • Assembling briefing materials and prepare power-point and other presentations for the technical and programme team members;
  • Organizing, compiling and processing information from donors, Regional Offices, programme countries, and country offices, as inputs to various databases and documents;
  • Providing effective support to management of the CO programme: creation of projects in Atlas (UNFPA automated system), preparation of budget revisions, determination of utilized funds, operational and financial closure of projects; and preparation and follow up on audit exercises of NEX (national execution) projects;
  • Handling  secretarial and administrative work, including but not limited to: creation and follow up of requisitions in Atlas; processing of minor procurement of goods and services; organize, follow up, and provide logistic support on events, workshops, etc.
  • Carrying out any other duty  required by the line manager of other heads of departments.

 Minimum Qualification, Skills and Experience Required:
  • Academic Requirements: Completed secondary level education required. First level university degree in public administration, finance, or economics desirable.
  • Experience:
  • 3- 5 years previous relevant experience;
  • Previous experience in the UN an advantage;
  • Strong interpersonal and organizational skills;
  • Computer literacy - Word, Excel, Power-point, etc.;
  • Good knowledge of Atlas / Peoplesoft or other ERP system;
  • Good writing and communication skills;
  • Demonstrated ability to work in a team environment.
  • Languages: Fluency in oral and written English and Arabic.
  • Computer skills: Proficiency in current office software applications (MS Word, Excel, etc). Knowledge of Atlas application is an asset.
