Background
As part of the UN country team in Sudan, UNDP aims to contribute to the significant reduction of extreme poverty throughout the country and to support the establishment of a critical mass among Sudan’s people that is ready and able to engage in the development process of the country. In line with the overarching SDG goal “Leave No One Behind” (embedded among others in SDGs 1, 5,10 and 13), our programme interventions target localities characterized by high levels of poverty and exclusion and those affected by conflict.

Our vision in Sudan is to strengthen resilience and prompt inclusive sustainable development in Sudan. This vision is fully aligned with UNDP’s corporate Strategic Plan as well as with the UNDAF currently being developed and embedded in the global SDG framework. To that end, we are supporting stabilization and governance for peace as well as environmentally sustainable development. We pay particular attention to the inclusion of marginalized groups, including women and youth representing the most promising potential for change in Sudan.

With an annual average delivery of approximately US$ 90 million over the past 5 years, the Sudan Country Office is managing one of the largest portfolios in the region of Arab states. The portfolio is composed of three pillars: the UNDP core portfolio - Governance and Stabilization and Sustainable Livelihood -, the Global Fund portfolio and the Managing Agent portfolio related to Sudan Humanitarian Fund, Darfur Community Peace and Stability Fund and UN Darfur Fund

Under the direct supervision of the Performance, Compliance and Resources Management Team Coordinator, the Programme Finance Analyst will work closely with the programme and projects’ staff and will be responsible for effective delivery of programme finance services ensuring effective and transparent utilization of financial resources and integrity of financial services in a large Country Office.

The Programme Finance Analyst works also with the Programme and Operations teams in the Country Office to resolve complex programme and operations-related performance issue to ensuring successful CO programme financial performance

The Programme Finance Analyst promotes a collaborative, client-oriented approach consistent with UNDP rules and regulations.

Duties and Responsibilities
Summary of key functions:

  • Develops and operationalizes modalities for strategic financial planning
  • Provide programme finance support for ensuring efficient programme and projects management.
  • Reviews and improve the Country Office business processes and their efficiency
  • Implementation of the resource mobilization strategy
  • Facilitation of knowledge building and knowledge sharing, guidance to all stakeholders on financial matters
  • Develops and operationalizes modalities for strategic financial planningadapting as necessary processes and procedures:
  • Ensure the Country Office full compliance with UN/UNDP rules, regulations, and policies of financial activities, financial recording/reporting system and implementation of effective internal controls and proper functioning of a client-oriented financial resources management system.
  • Continuous analysis and monitoring of the funding status of the development projects, preparation of periodic delivery status reports and providing direction to the programme finance and resource- based strategy for the Country Office.
  • Routinely monitors financial exception reports for unusual activities, transactions, and investigates anomalies and provide guidance on the remedy actions to be taken.
  • Provide programme finance support to the programme units and projects for ensuring the efficient projects management.
  • Review and quality assure the projects’ proposals and ensure their proper set up in the system f asp per the corporate policy.
  • Review, clear and quality assure the financial information of the Projects’ documents, Projects workplans and projects progress reports.
  • Review, clear and quality assure the Projects’ Budget Revision in ATLAS to ensure that the budget is correctly entered, CoA and all budget items are in line with AWP, available resources and all funding agreements requirements are adhered to.
  • Review, clear and quality assure the NEX Advances payments to the Implementing Partners to ensure its compliance with the HACT corporate policy.
  • Review and clear the GLJEs (for both income and expenditures) and correction of the financial entries.
  • Oversee the project closure process and ensure timely closing of the projects in the system by supporting the CO to identify the list of inactive projects, determining the required actions that delay this process and guiding the concerned units and projects to address these issues.
  • Reviews and improve the Country Office business processes and their efficiency
  • In collaboration with the different units review and improve the Standard Operating Procedures (SoPs) of the Country Office existing business processes to ensure their efficiency.
  • Mapping and re-engineering of the of new business processes by drafting their SoPs and timelines.
  • identify the gaps and improve the efficiency and timeliness of delivering the results
  • Update the CO Business Processes document by adding these new SoPs and get it signed by the Senior management.
  • Organize training sessions on these business processes to improve the knowledge of the concerned staff on these SoPs.
  • Ensures implementation of the resource’s mobilization strategy
  • Support the in maintaining systematic pipelines management in the system and oversee and update the pipelines status on regular basis in collaboration with the Programme Units.
  • Elaboration of the framework and conditions of contributions within the CO resources mobilization efforts in collaboration with SPPC Strategic Planning, Partnership and Communication Unit (SPPC).
  • Monitoring of the cost-sharing contributions agreements.
  • Support Programme and Projects Staff on different donor reporting requirements and tracking and monitoring of the financial reports to be submitted to the donors.
  • Ensures facilitation of knowledge building and knowledge sharing, guidance to all stakeholders on Programme financial matters focusing on the achievement of the following results:
  • Support Projects and Programme staff on UNDP administrative and NEX Advances reporting, in particular, on budgetary issues.
  • Organization/conduct of training for the Operations/Project/Programme Staff on financial management and ATLAS.
  • Synthesis of lessons learned and best practices in programme and programme finance.
  • Sound contributions to knowledge networks and communities of practice.

Required Skills and Experience
Education:

Master’s degree or equivalent in Finance/Accounting, Business Administration, Finance Management or a professional accounting qualification from an internationally recognized institute of accountancy. Professionally qualified accountants from an internationally recognized institute of accountancy will have a distinct advantage.

UNDP Advanced Accountancy & Finance Test is required.

Experience:

2 years of relevant experience at the national and international level in providing financial management services and/or managing staff and operational systems.

Hands-on experience in formulation, implementation and management of development projects

Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems.

Sound knowledge of UNDP rules and regulations for Programme and Operations management is an advantage

Experience of IPSAS and/or IFRS is required for external candidates

Language Requirements:

Fluency in both written and spoken English and Arabic languages.
