This position is located in the Special Projects Section of the Special Projects and Innovation Branch of the United Nations Office of Counter-Terrorism (UNOCT) in Khartoum, Sudan. The Programme Officer will report to the Chief of Section.

The United Nations Office of Counter-Terrorism was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates entrusted to the Secretary-General from across the United Nations system; (b) enhance coordination and coherence across the 38 Global Counter-Terrorism Coordination Compact Task Force (former CTITF) entities to ensure the balanced implementation of the four pillars of the United Nations Global Counter-Terrorism Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counterterrorism across the United Nations system and that the important work on preventing violent extremism is firmly rooted in the Strategy.

Responsibilities

Within delegated authority, the Programme Officer will be responsible for the following duties:

• Develops, implements and evaluates assigned programmes/projects in Sudan, etc.; monitors and analyzes programme/project development and implementation in Sudan; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
• Builds relationships with national counterparts including government, state institutions and civil society and with other UN funds, programmes and agencies
• Performs consulting assignments, in collaboration with the client, by planning, organizing and facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
• Researches, analyzes and presents information gathered from diverse sources.
• Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies,
• Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
• Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
• Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Initiates and coordinates outreach activities in Sudan; organizes and conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
• Leads and/or participates in large, complex field missions in Sudan, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
• Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work p programme, programme budget, etc.).
• Performs other duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in political or social science, law, business administration, management, economics or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required.
Experience in project or programme management is required.
Experience working in counter terrorism and the prevention/countering of violent extremism is desirable.
Experience working in North Africa or the Horn of Africa is desirable.

Languages

English and French are the working languages of the UN Secretariat. For this position, fluency in English (both oral and written) is required; knowledge of Arabic is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

• This position is temporarily available for a period of six months, with the possibility of extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

• This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.
