ORGANIZATIONAL CONTEXT

The World Food Programme’s (WFP) vision in South Sudan is to address entrenched inequity and isolation, with the goal of “leaving no-one behind” and fostering unified, interconnected and peaceful communities. This builds on the recognition that, pre- and post-independence, the regions of South Sudan have had different access to social and economic opportunities, with much of the country having been ‘left out’ from development or resilience-building assistance. As a result, inequity and isolation remain a threat to achieving zero hunger and lasting peace and stability in South Sudan.

To achieve this vision, WFP has been looking at ways to programme differently to support communities to restore their livelihoods and to strengthen their resilience to shocks and build self-reliance - even in areas where this type of programming is typically considered more difficult. Food Assistance for Assets (FFA) is one of WFP’s programme tools to help achieve this vision.

Using food and cash-based transfers, FFA produces immediate advantages to food security and nutrition by filling a food gap. At the same time, the programme supports households and communities to build productive assets that reduce exposure to and impact of shocks and stressors, thus strengthening resilience to natural disasters and contributing to long-term livelihood and environmental benefits.

The FFA Coordinator will report to the Deputy Head of Safetynet and Resilience (SNR) Unit and supervise a team of officers and associates at the head office in Juba. S/he will be responsible for the overall management of FFA across the country.

JOB PURPOSE

To design and manage programmes of moderate size or complexity that effectively meet food assistance needs, or contribute to policy formulation and/or provide technical advice or oversight on programme strategy and implementation.

KEY ACCOUNTABILITIES (not all-inclusive)

Lead the formulation, implementation, and review of the FFA strategy and annual workplan in line with WFP South Sudan’s vision and Country Strategic Plan 2023 to 2025. Strengthen co-location, layering, and sequencing for programme integration, quality, impact, and efficiency within the SNR portfolio (FFA, school feeding, urban safetynets, and smallholder agriculture and market support). Develop context-specific guidance notes, tools, and activities that assist food insecure populations in community asset creation activities that improve food security and enhance resilience to shocks. Provide technical support and guidance to field-office focal points and cooperating partners in the planning and implementation of community consultations, asset creation activities, and related trainings. Oversee and monitor the implementation of activities to ensure that the assets created adhere to technical specifications and quality standards with sustainability plans developed with communities. Design, implement, and oversee training of trainers (ToT) and capacity enhancement workshops for WFP staff, implementing partners, and government line ministry staff to improve the quality of programme implementation and enhance partnerships. Ensure the integration of conflict sensitivity, climate adaptation actions, nutrition sensitivity, and enhanced gender mainstreaming within the FFA portfolio, through linkages with other units and technical advisors and building off an existing package of research conducted by WFP in South Sudan. Contribute to building and strengthening collaboration within the UN system for co-location, layering, and sequencing and avoiding duplication of efforts.

9. Contribute to WFP South Sudan’s positioning and implementation of national capacity strengthening actions in agriculture, food security, climate adaption, and social protection.

10.Coordinate with the monitoring and evaluation team in the conceptualization, development, digitalization, and revision of research and existing tools (e.g., activity and outcome monitoring) to strengthen quality and timely data collection, analysis, and reporting and effective use of the information.

11.Provide input into concept notes, funding proposals, as well as corporate and donor reports.

12. Provide policy recommendations and support advocacy efforts from a technical standpoint for strategic discussions with donors, international financial institutions, and other agencies.

13. Any other duties as required.

KEY DELIVERABLES AT THE END OF CONTRACT:

Development and periodic review of the FFA annual work plan. Strengthened integration with other WFP programmes with conflict sensitivity. Strengthened nutrition-sensitive, gender-transformative, and climate adaption actions in FFA. Enhanced communication of FFA results, particularly outcomes. Improved capacity among WFP and partner staff to implement FFA and support communities to create sustainable and durable assets. Greater synergies developed between FFA and interventions of government, UN, and civil society partners.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced university degree or university degree with experience and training/courses in one or more of the following disciplines: agricultural economics, social policy, rural development, agronomy, or related discipline(s).

Language:

International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

National Professional: Fluency (level C) in English language and the duty station’s language, if different.
