Advance degree in Agriculture, Sociology, Economics, Business Administration, international relations or other related fields.
At least five years’ experience with WFP in the position of Programme Officer.
Strong skills in report writing, planning of activities, monitoring and evaluation, communication and ability to use computer (MS Office Word, Excel, Power Point).
Good command of English
Job holders are likely to manage a moderate portfolio of activities that may include contribution to and/or direct management of programmes in COs of moderate complexity, or contribution to policy formulation and provision of technical advice at RB or HQ level for a defined area of expertise. Job holders operate with considerable independence in their specialities and may manage a substantial team of junior professional and support staff
- Contribute to formulation of programme policies in line with both organizational strategy and the practical realities of operating in the field; or translate programme policy into field-office level practices. Develop programme guidance and implementation modalities and operations to ensure a clear and strong connection between Country Office and field operations;
- Provide technical advice on programme and policy issues including assessment and analysis, the choice of objectives, activities, transfer modalities and appropriate food products, the deployment and testing of innovative approaches and the development of strategies to support local authority efforts to reduce food insecurity and malnutrition.
- Ensure implementation of programme components are in consistent with WFP guidelines including key corporate policy issues and ensure that guidelines are shared with partners in areas of operation.
- Identify local partners capable of implementing WFP-assisted projects based on past experience with food assistance activities and ability to complement food aid activities with technical, financial, administrative and coordination support for all WFP supported programmes.
- Coordinate with Ministry of Education and Agriculture as well as project committees from planning to implementation and ensure many children are enrolled in school and reduced drop out rate and promotion of own food production through conditional general food distributions in central upper Nile state.
- Advice and support the development of functional training in areas of expertise to enhance the capacity of WFP staff and partner to design and deliver effective food assistance programmes;
- Ensure preparations and review monthly distribution planning, monitoring and periodic implementation reports.
- Coordinate food security and livelihood cluster partners’ activities in collaboration with Ministry of Agriculture and Relief and rehabilitation coordination offices
- Attend coordination and Inter cluster working group meetings at the state level and inform partners and beneficiaries on food basket and ration size
- Support Head of Field Office to supervise staff and coordinate team work under the field Office, programme, Logistics, and administration /Finance and undertake HOFO’s responsibilities during his absence due to annual leave and official mission

Description of the behaviour expected for the proficiency level
Displays ability to identify the main hunger problem at the national or subnational level to design and implement context-specific programmes that integrate complex analysis and the full range of food assistance tools.
Demonstrates the ability to design, implement, monitor and provide oversight over effective and efficient programmes deploying different transfer modalities.
Demonstrates the ability to interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring.
Displays ability to translate understanding of programme principles in emergencies and protracted conflict situations into relevant, effective, and context specific approaches
Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes..
Knowledge & Skills:
- In-depth knowledge of humanitarian protection, sexual- and other forms of gender-based violence, civil-military relations and other humanitarian policy issues, and its linkage with humanitarian assistance.

- Knowledge of UN system policies and functions of protection-mandated agencies
