Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.

Purpose of post

Under the guidance and general supervision of the Chief Field Office P4 (based in El-Fasher) and technical guidance of the Chief of Education and Chief of Child Protection based in Khartoum, the Programme Specialist (Education and Child Protection) is responsible for the planning, implementation, monitoring and evaluation of all the Education and Child Protection projects in North Darfur state.

The Specialist supports the development and preparation of the Education and Child Protection programmes and is responsible for managing, implementing, monitoring, evaluating and reporting the progress of Education and Child Protection programmes within the country programme. The Specialist provides technical guidance and management support throughout the programming processes to facilitate the administration and achievement of results on Education and Child Protection programmes to improve learning outcomes and equitable and inclusive education, ensure adequate capacity to strengthen State protection and education systems institutional capacity, support upstream policy engagement and social protection and integrated approach to programming to address children vulnerability especially those  who are marginalized, disadvantaged and excluded in society. The Specialist contributes to achievement of results according to plans, allocation, results based-management approaches and methodology (RBM) and UNICEF’s Strategic Plans, standards of performance and accountability framework.

    Summary of key functions/accountabilities:

  1. Contributes towards the preparation of education Situation Analysis by compiling précise data, analyzing and evaluating information, and writing chapters of the Analysis.
  2. Designs, prepares, implements, monitors and evaluates assigned programmes or specific project(s).  Analyzes and evaluates data to ensure achievement of objectives and/or takes corrective action when necessary to meet programme/project objectives. Contributes to the development and/or introduction of new approaches, methods and practices in project management and evaluation.
  3. Participates in inter-sectoral collaboration with other programme colleagues. Assists in development of appropriate communication and information strategy to support and/or advocate programme development.
  4. Coordinates and meets with national and international agencies covering the management of programmes/projects.  Participates in meetings with ministries responsible for programme/project review, and follows up on implementation of recommendations and agreements.
  5. Assists government authorities in planning and organizing training programmes. Identifies training needs and objectives for the purpose of capacity building, programme sustainability, as well as promotion and advocacy.
  6. Undertakes field visits to monitor programmes, as well as conducts periodic programme reviews with government counterparts and other partners.  Proposes and/or undertakes action on operational procedures affecting project management and implementation.
  7. Provides technical advice and assistance to government officials and other partners in the planning, implementation, monitoring and evaluation of programme/project(s).
  8. Ensures the accurate and timely input of programme information in computerized programme system and the issuance of status reports for monitoring and evaluation purposes.
  9. Coordinates with the Operations/Supply staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and government accountability. Certifies disbursements of funds, monitors and submits financial status reports to the Sr. Programme Officer or Representative, as required.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in any of the following: Social Sciences, statistics, Education planning, Education economics, or other fields related to the work of UNICEF.
  • A minimum of FIVE years of progressively responsible professional work experience in social development, education, monitoring and evaluation, some at the international level.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English and Arabic is essential.
