 Duties and responsibilities:

The primary responsibility of the Project Manager is to lead and manage the implementation process both IWRM and FSL projects in order to achieve quality and project's expected results during its intended duration.

The dimension of this role shall be as follows:

 

  • Ensure that Plan’s and donor policies and procedures are continuously adhered to in the project’s planning, implementation, monitoring and evaluation phases.
  • Manage and lead the project execution and ensure efficiency in the processes and effectiveness in achieving the planned objective in a manner to reach the desired outcomes and impact.
  • Lead and manage the project resources including project team, the project budget, the project internal control and the affairs of the implementing partner (National NGO, Gov Department…etc.).
  • Manage and lead the mitigation and control of the project potential risks, and security matters,
  • Facilitating and ensuring quality implementation of the IWRM and FS activities and safeguarding involvement of partners and tracing the project results and impact upon household
  • Provide technical support and supervise the coordinators in charge of DFID and EU funded grants.
  • Represent Plan in the consortium functions and take the lead in communication with consortium lead.

1-Project Stakeholder Management

a-Maintain solid working relationship with all the key stakeholders.

b-Ensure Community Based Organizations e.g. catchment committee, CSOs and LNGOs were oversaw, supported and trained.

c-Manage communications norms and ensure stakeholders are aware of project activities and progress and are in a position to accept project deliverables.

2-Project Management

  • Develop detailed annual work plans for the two grants for the two targets areas in Kassala state and enforce adherence of all to the plan and subsequently approved amendments.
  • Manage the projects internal control mechanism including budget, procurement management, and ensure avoidance of over/under expenditure; ensure judicious expending of the project funds; and demonstrate value for money in the outcomes and impact of the project.
  • Identify, analyse, monitor and manage project risks, and ensure keeping all concerned  are  accurately  and  promptly informed about the status of project risks.
  • Lead the project team develop their knowledge and skills of appropriate nature to the project; guide and motivate them towards excellence performance all through the project period and ensure continuous appraisal of the performance of each.
  • Manage project related security matters and ensure keeping all concerned are accurately and promptly informed about the status of project security at any point in time during the project period.
  • Identify/facilitate potential needs assessment and update the needs of the community base on the current project interventions using qualitative and quantitative methods.
  • Ensure   prompt, timely and accurate reporting on the project to all concerned parties at the Plan International-Sudan  Country office, International Office, Donor and the Government of Sudan as deemed required  by each.
  • Manage information flows between country office/Program department and the Project stakeholder.
  • Capability to identify,  select  and  employ  the  right  tools  and  processes  to  ensure  project  management  success
  • Responsible to ensure representation of the project in all related coordination structures at CO and Sub-Office levels as well as to ensure effective liaison on behalf of the project at all levels and with all to whom the project is of concern.
  • Maintain and apply Plans’ standards of practice, policies and procedures.
  • Manage the partnership agreement(s) with the implementing partner (NNGO).
 Minimum Qualification, Skills and Experience Required:
  • B. Sc degree in field of Food Security, Agriculture, IWRM, Management or related field. Advance degree is desirable.
  • The post holder is expected to have substantial knowledge of IWRM, food and nutrition security and capability of mainstreaming children privileges and requirements
  • Significant experience of working in field of food security and livelihood and familiarity in working with development project and non-governmental organization
  • Minimum 7 years’ experience in the project management at field level and in a similar position, with a track record of success and results achieved;
  • Desirable experience of working on EU/ECHO & DFID funded projects
  • Considerable experience in  project identifications, development, strategies and design and capacity of monitoring  project results, outputs and expected impacts
  • Ability to support couching, capacity building and development of food security implementing partners and community structures

e.     Good command of written and spoken English and Arabic languages.

f.      Good skills in spread sheet and word processing computer application

g.     Good skills in computer information and communication.

h.     Excellent skills in reading, writing, speaking, and listening skills.

i.      Ability to document progress and trend reports.

Salary and Benefits:
