BACKGROUND:

JOB PURPOSE:

Oxfam is committed to improving emergency response times and preparedness and increasing impact by strengthening the effectiveness and accountability of our humanitarian and development work.

Oxfam has received fund from Swedish Government represented in Swedish International Development Agency (SIDA) to provide services of WASH, EFSL, Nutrition and Health in three states in Sudan, namely Kassala State in East Sudan; East Darfur and Central Darfur States in Western Sudan. The anticipated Project Manager will manage the SIDA funded project in these areas and provide leadership and management support for the project teams.

Project management responsibilities include coordination and completion of projects on time within budget and within scope. Oversee all aspects of projects. Set deadlines, assign responsibilities and monitor and summarize progress of project. Prepare reports for upper management regarding status of project.

The successful candidate will work directly with clients to ensure deliverables fall within the applicable scope and budget. She/he will coordinate with other departments to ensure all aspects of each project are compatible and will supervise hiring new talent as needed to fulfill client needs. Also she/he will monitor and ensure project implementing partners abide to the project plan and targets and implement the project according to donor regulations and required quality standards and accountability measures.

KEY RESPONSIBILITIES:

• Manage the project implementation in a well-coordinated manner with the implementing partners.

• Develop a detailed project implementation plan to monitor and track progress

• Ensure resource availability and allocation for proper project implementation.

• Manage changes to the project scope, project schedule and project costs using appropriate verification techniques; and risk management to minimize project risks

• Measure project performance using appropriate tools and techniques

• Manage the relationship with the client and all stakeholders

• Supervise recruitment of local staff, and management of all staff in line with Oxfam policies, ensuring that they have the necessary induction, training and support as required;

• Ensuring that the project is implemented in a consultative, participative and gender sensitive way;

• Ensuring staff safety and security procedures are drawn up and implemented, as appropriate.

• To be familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures, Oxfam Safeguarding regulations and other regulatory codes (e.g. InterAction Field Co-operation Protocol).

• Lead processes for good knowledge and learning management combined with producing documentation to support learning, financial stewardship and evidence-based reporting.

• Track project performance, specifically to analyze the successful completion of short and long-term goals

• Ensuring narrative reporting and financial accounting as appropriate; and create and maintain comprehensive project documentation

• Attend relevant coordination meetings, conferences and trainings/workshops as required to maintain proficiency.

• Perform other related duties as assigned

BUDGETING, FINANCIAL PLANNING AND REPORTING

• Ensure that the project spending and burn rate are on time as per the grant agreement, making adjustment or initiating modifications as needed

• Ensure grant management compliance for the project with support from the Grant Compliance Officer and Finance team

• Work closely with program staff and partners to ensure timely liquidation as per Oxfam guidelines

• With support from the finance and teams at HQ, prepare donor reports (narrative and finance)

• In collaboration with the finance teams, review and analyze budget monitoring reports and take necessary steps to ensure proper management and utilization of budgets

• Approve project expenditures, carry out regular budget tracking and take the lead on request for modifications as and when needed

COORDINATION AND COMMUNICATION:

• Coordinate with program and support staff for purchasing, administrative and inventory control as per Oxfam and donor requirements

• Serve as primary point of contact with the donor related to the project

• Represent the project in key coordination bodies and at events/forums as requested as requested by the Area Manager.

• Act as internal spokesperson for the project within Oxfam, ensuring cross-country learning and maintaining strong communication with Oxfam colleagues, HQ and Knowledge hubs

SUPERVISION:

• Support recruitment of Oxfam staff for the project and key positions in the area offices

• Ensure annual performance planning and reviews of staff performance in keeping with Oxfam’ performance management system and take action to improve individual and tam performance, as needed

• Mentor staff to ensure high levels of motivation, commitment, capacity, and teamwork

• Provide coaching and close supervision to decrease turn over

• Ensure staff compliance with all Oxfam administrative and operational procedures and policies, as well as applicable donor regulations

PROGRAM MANAGEMENT

• Assist the Area Manager(s) on program management issues.

• Support the Area Manager(s), Humanitarian Program Manager and Funding Coordinator in identifying and developing opportunities for fundraising.

• Monitor budget against actual expenditure keeping the Area Managers informed and ensuring any corrective actions taken

• Lead the planning of project activities and set high quality performance targets ensuring adherence to agency and technical standards, best practices, lessons learned, government strategies, and donor guidelines

• Ensure Oxfam policies/procedures applied in all development and management aspects

• Support Humanitarian Program Manager and the Grant/Funding Officer on donor reporting, monitoring and evaluation of the projects.

• Perform other tasks as may be required by the line manager

QUALIFICATIONS

• A minimum of bachelor’s degree in development, socioeconomic, agriculture sciences, or other relevant fields.

• Proven ability to work with different partners in a development setting.

• Strong writing and communication skills in English and command of written and spoken English and Arabic

• Knowledge and understanding of the rights-based approach to development.

REQUIRED EXPERIENCE

• Minimum 5 years’ experience managing NGOs projects focused on food security, livelihoods, involves management of multiple partners. Significant field-based technical expertise in Sudan is additional asset.

• Proven experience in high quality evidence-based donor and constituency reporting.

• Knowledge of the rights-based approach to development and sustainable social change.

• Proven ability to think strategically and innovatively

• Flexibility to work effectively both in a team and independently

• Demonstrated personal accountability, driven to serve others and achieve results

• Experience in conflict and post conflict approaches and the ability to analyze the situation and make decisions appropriate to a complex environment.

• Experience applying gender analysis and accountability standards in designing programs for women, girls, boys, and men affected by crises. Ability to communicate gender and accountability principles and influence others to apply them.

• Experience on donor reporting and proposal writing.

• Good level of using IT facilities, working with word processing, Spreadsheets and PowerPoint.

• Excellent written and verbal communication skills to motivate, influence, and negotiate.
