Context:

Under the overall supervision of the Head of Programmes, the direct supervision of the Head of Migration Management and Development Unit (MMDU) and in close coordination with relevant units of the MMDU, the successful candidate will be responsible and accountable for supporting the coordination, implementation, monitoring and reporting of MMDU project activities, primarily in the areas of Immigration and Border Management (IBM) and Counter-Trafficking (CT).

Core Functions / Responsibilities:

  1. Engage in the coordination, implementation and monitoring of the IBM and CT capacity building projects (in particular those associated with victim identification and processing) in close coordination with other relevant colleagues and the Resources Management Unit.
  2. Contribute to the development and maintenance of work plans, implementation strategies, and expenditure plans to facilitate timely delivery and achievements of project activities and results.
  3. Assist in the analysis of the progress of project implementation, identify challenges and propose solutions, and report problems and derivations.
  4. Assist in conceptualizing and developing programme and projects on IBM and CT areas of work while identifying synergies between thematic areas in Sudan, especially in mainstreaming protection and human rights safeguards. in close coordination with the Migrant Protection and Assistance (MPA), Labour and Human Development (LHD and Transitional Recovery Unit (TRU) units and sub units.
  5. Support in providing regular briefings, summaries, press releases and other relevant information materials on CT and IBM related projects, when required.
  6. In coordination with supervisor, liaise with the institutional counterparts and other stakeholders to help secure agreement for the delivery of project activities, such as workshops, trainings, technical assistance, and study tours for relevant Government counterparts in the IBM and CT thematic areas and then take responsibility for their implementation. Liaise with institutional counterparts on information sharing and dissemination.
  7. Supervise the delivery of the administrative and logistical arrangements undertaken for the implementation of the capacity building activities, ensuring quality standard service delivery.
  8. Follow up on contractual and administrative procedures with consultants, service providers and implementing partners, in line with IOM internal procedures.
  9. Support project Monitoring and Evaluation (M&E) by contributing to the development, design and implementation of tools for monitoring and evaluation, data collection, and analysis including provision of regular updates to relevant colleagues and counterparts on the implementation of the projects.
  10. Set-up, monitor and maintain the Programme’s electronic archive as well as a track record system.
  11. Participate in relevant seminars and meetings, as well as other events aimed at coordinating and implementing activities.
  12. Provide inputs to support the implementation of a visibility strategy, in line with donor requirements.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Social Sciences, Demographics or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in project management in the field of migration related capacity building and institutional development;

• Experience of supporting capacity building and organizational development work in the fields of border management and counter trafficking, in partnership with government institutions , non-state actors, United Nations (UN) agencies;

• Experience in field work in developing countries and /or operational experience in migration related capacity building.

Skills

• Knowledge of information management tools and techniques;

• Knowledge of Sudan and regional issues in the thematic areas is a distinct advantage.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
