Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Under the overall supervision of the Chief of Mission, the direct supervision of the Regional Coordinator (Eastern States and Blue Nile), the technical supervision of WASH & Basic Infrastructure Programme Officer based in Khartoum, and in close coordination with relevant Project Managers under the Humanitarian Response and Transition Team (HRT), the Project Officer (WASH & Basic Infrastructure) will be responsible for contributing to and supporting the successful planning, implementation and monitoring of IOM’s Water, Sanitation and Hygiene (WASH) and basic infrastructure activities in Gedaref State. The successful candidate will provide technical support for IOM’s ongoing emergency and transition programming efforts as relates to the refugee situation within the state, as well as to the needs of internally displaced people affected by floods and other hazards.
Core Functions / Responsibilities:
1.Provide technical inputs and information for the development and execution of a WASHstrategy for HRT responses, in alignment with the overall mission and programme strategy for the country. Analyze programme development opportunities and contribute to the preparation of proposals.
2.Supervise and coordinate the implementation of WASH and basic infrastructure activities, such as community centers, irrigation canals, drainage systems, markets, feeder roads, culverts, earth embankments etc, in support of IOM’s refugee and flood response programme for Gedaref/eastern Sudan, checking that budget, time and quality are in accordance with project specifications, donor requirements and IOM rules and regulations. Bring issues to the attention of the supervisor.
a. Monitor the design process and compliance of technical specifications for the implementation of the required WASH and basic infrastructure and services.
b. Adhere to the guidelines provided by the programme manager regarding the use of budget lines for the project(s) activities.
c. Monitor the technical work of the WASH and basic infrastructure team working for the response. Supervise relevant staff and provide feedback on performance.
d. In close coordination with the Resources Management Unit, facilitate procurement efforts for supplies and services, checking if processes are transparent and in line with IOM and donor’s regulations. Monitor contractual agreements with service providers and/or implementing parties.
a. Coordinate closely with relevant Khartoum-based Project Managers in HRT, as well as with relevant colleagues supporting IOM’s migration management programme at state-level, to facilitate the alignment and efficiency of activities.
b. Liaise with the WASH Sector, UNHCR as lead of the refugee response and relevant co-leads, other WASH agencies, government authorities / entities and other relevant stakeholders as appropriate to coordinate IOM WASH and basic infrastructure activities. Attend technical coordination meetings convened by the Commissioner of Refugees (CoR) and the Humanitarian Aid Commission (HAC).
5.Provide relevant and necessary information to the WASH Programme Manager and to the members of the WASH team under supervision.
6.Monitor project implementation, undertake regular visits to the areas of operation and record relevant data for further analysis. Ensure that all the project data and information is archived and shared appropriately. Draft progress reports to the WASH Programme Manager indicating progress, constraints and requirements for project completion.
7.Facilitate the integration of the core principles of disaster risk reduction, environmental protection, gender, Accountability to Affected Populations (AAP) and conflict sensitivity across programming.
8.Perform such other duties that may be assigned.
Required Qualifications and Experience:
• Master’s degree in Civil Engineering, Structural Engineering, Environmental Engineering, or Public Health from an accredited academic institution with two years of relevant professional experience; or
• University degree in Civil Engineering with four years of relevant professional experience.
• Experience in the coordination and implementation of WASH and programmes in countries facing humanitarian crises and in support of emergency response, recovery, community stabilization and transition;
• Experience working with international organizations specialized in humanitarian and/or development assistance (e.g. UN agencies, INGOs, IOs, Donors, International Federation of Red Cross and Red Crescent Societies (IFRC) or International Committee of the Red Cross (ICRC));
• Experience in the coordination and implementation of WASH and basic infrastructure activities, including contract management;
• Experience in the design and/or implementation of interventions that include addressing behavioral change for the promotion of hygiene;
• Familiarity with Disaster Risk Reduction approaches, concepts and technical solutions desirable;
• Familiarity with conflict sensitivity concepts and principles a distinct advantage;
• Experience in Sudan or the region desirable.
Computer literate (word processors, spreadsheet, database, Epanet, CAD (AutoCAD, ArchiCAD or similar engineering software), and statistical packages, etc.).
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.
