Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan's children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan's school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan's 18 states.

How can you make a difference?

Under the supervision of the Chief of Planning, Monitoring and Evaluation (PME), the consultant will support the PME section in putting into place a real time monitoring system for the Sudan Country Office (SCO) programme with a view to supporting government systems but not supplanting them. The consultant is also expected to streamline the data flow, propose and develop new data collection tools as required, establish a system for regular updates of the data for the selected indicators with a clear indication of roles and responsibilities for data collection, analysis and reporting, conduct analysis, support visualization and dissemination while ensuring that updated data is available in the information management system.

The consultant will be based in Khartoum with travel to the field as required.

Basic objectives of consultancy/contractor (assignment) services (2-5 Objectives).

  • Revamp/establish a robust real time performance monitoring and early alert system for changes in the situation of children for the UNICEF SCO based on the agreed upon indicators
  • Develop an action plan for the implementation of the system elaborating the proposed data tools, data flows, roles and responsibility in data collection and analysis, infrastructural needs, frequency of data collection and a review of technological solutions currently being implemented by SCO and partners.
  • Pilot the implementation of the RTM system and ensure the linkages to the information management database
  • Provide orientation to UNICEF staff and partners on the monitoring system and tool/s

Objective 1: Review and establish a RTM system for the UNICEF SCO

Key Activities/Tasks

1.1 Review existing monitoring system/s, identify its strengths and weaknesses

1.2 Undertake consultations with PME at the country office level, field offices and partners to assess the completeness of the data requirements for the agreed upon indicators

1.3 Set up the monitoring system including data collection tools, roles and responsibility, flows, computation of indicators, needed capacity (HR, infrastructure, IT) with effective flows of information between the national and sub-national levels for UNICEF.

1.4 Identify indicators for which new tools for data collection including new/innovative tool may be required.

Work with field offices to identify the sentinel sites

Objective 2: Pilot the implementation of the real time monitoring system and link to the information database

Key Activities/Tasks

2.1 Pilot the data collection against the set of agreed indicators for all programmatic areas in 3 Field Offices and the country office and collect feedback on its feasibility including its frequency.

2.2 Undertake data cleaning and validation for the collected data.

2.3 Process data analysis and generate draft dashboards to be assessed by the PME section against its effectiveness for programme monitoring purposes.

2.4 Work with the IM team to establish and maintain an information database for the collected data and the generated monitoring reports.

Objective 3: Roll out the system to all FOs and training UNICEF staff and partners on the new data collection tools/s

Key Activities/Tasks

3.1 Develop the newly proposed data collection tools and test them in one field office

3.2 Make revisions based on the pilot in the 3 offices and new tools and roll it out to all UNICEF field offices

3.3 Train the country and field office staff in data collection, data management and the use of the new data collection tools

Capacity building of the country and field office partners in data collection, data management and the use of real time monitoring tool/s

qualify as an advocate for every child you will have...

  • A university degree in one of the related fields is required. i.e. social sciences, social statistics, demography, development economics, information management or any other related field.
  • Experience working in a developing country is required
  • A minimum of three years of professional experience in programme planning, project management, and/or monitoring.
  • Good knowledge in programme monitoring and information management is a must.
  • Experience in establishing real-time data collection tools like; KOBO and RapidPro is highly desirable
  • A knowledge of the culture in the middle east particularly Sudan would be an advantage
  • Previous experience in UNICEF is highly desirable
  • Fluency in written and spoken English and Arabic is desirable
