The position is located in Khartoum, Sudan. The incumbent will work under direct supervision of the Programme Specialist.

 

Organizational Context:

 

Under the guidance of the Country Representative, deputy representative and under the direct supervision of the head of Reproductive Health unit and in close cooperation with SRH team (HIV/AIDS, and RHCS), Gender and PD, the incumbent is expected to support the implementation of the country programme’s Reproductive and Maternal Health projects activities.

Job Purpose:

 

The incumbent will be providing significant contribution to design, implementation, monitoring and evaluation of reproductive and maternal health program/activities. S/He is expected to largely contribute in RH monitoring and evaluation, report writing and documentation.

 

 Duties and responsibilities:
  • In collaboration with Government counterparts, NGOs and other partners, contributes substantively to the formulation and design of the maternal and reproductive health program in line with the country programme and its component projects in line with Government priorities and according to UNFPA programme policies and procedures. Ensures quality of programme / project design incorporating lessons learned, newly developed policies and best practices and establishing appropriate execution and monitoring mechanisms and systems.
  • Analyzes and interprets the political, social and economic environment relevant to maternal and reproductive health, and identifies opportunities for UNFPA assistance and intervention. Keeps abreast of new policy developments and strategies analyzing policy papers, strategy documents, national plans and development frameworks, and prepares briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks
  • Expedites and coordinates project implementation establishing collaborative relationships with executing agencies, experts, government counterparts and other UN agencies facilitating timely and efficient delivery of project inputs and addressing training needs of project personnel.
  • Creates and document knowledge about current and emerging RH, by analyzing programme, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and shares with management for use in knowledge sharing and planning future strategies.
  • Contributes to the advocacy and resource mobilization efforts of Country Office by preparing relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, and participating in donor meetings and public information events
  • Develop a monitoring and evaluation plan for the RH projects in consultation with the field officers, HIV and HRU teams to monitor program inputs, outputs and achievements to ensure delivery is in line with approved work plans; and follow up the implementation of the M & E Plan; Support Programme Officers in analyzing and reporting on implementation of the assigned project activities, monitor project expenditures and disbursement to ensure delivery is in line with approved budgets;
  • Follow up all logistical, financial and contractual matters related to facilitation of the work of consultants, advisors and experts involved in the implementation of the HIV programme;
  • Work in producing regular budget and expense reports for review by programme staff to track implementation rates and identify gaps in funding; Support Programme Officers to monitor Implementing Partners fund releases against financial reports by reviewing financial reports against agency guidelines and checklist;

 

 Minimum Qualification, Skills and Experience Required:

Education: 

  • Advanced University degree in community medicine or Public Health related

Knowledge and Experience:

  • Minimum two years of experience in reproductive health in specific, or relevant primary health care field
  • Experience in programme planning and implementation in a context of results-based management
  • Sound knowledge and understanding of Health system functioning at national and state level in Sudan.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and handling of web-based management systems
  • Experience in the United Nations system is an asset.

 

Languages:

 

Fluency in both written and spoken English and Arabic.
