 Background:

GOAL has been working in Sudan since 1985, towards ensuring the poorest and most vulnerable in our world and those affected by humanitarian crises have access to the fundamental rights of life, including but not limited to adequate shelter, food and livelihoods, water and sanitation, nutrition, healthcare and education. GOAL implements a range of multi-sectoral development, resilience, recovery and humanitarian responses programmes by being sensitive to cross-cutting issues including gender, accountably, child protection, HIV/AIDS.

 

GOAL is currently working directly in North Darfur and South Kordofan States, managed by GOAL offices in these states and in Khartoum. The current GOAL programmes focus on four main sectors:  Primary Health Care, Nutrition, Water Sanitation and Hygiene (WASH) and Food Security and Livelihoods (FSL).

 

 Duties and responsibilities:

General Description of the Role:

Responsible for defining and implementing countrywide procurement strategies in the areas of procurement and 3rd party procurement in accordance with GOAL and donor policies and regulations.

 

Duties include initiating, planning, scheduling, reporting, monitoring and quality assurance of all procurement and contract activities.

 

  • Manages the day-to-day operations of the KHT office procurement process including maintenance and enhancement of procurement tracking systems (OTS) for monitoring orders and managing vendors.
  • Communicate daily with field sites on status of orders through tracking lists (OTS)
  • Oversees the management of the contracts database.
  • In liaison with the Logistics Department coordinate the reception of goods from suppliers and follow up with suppliers / transporters on items missing or damaged in transit
  • Ensure the receipt of all goods procured locally is properly recorded using the correct GOAL documentation and a copy is filed with the finance paperwork.
  • Manages and reviews documents for the procurement of all supplies, equipment and services and ensures compliance to the Procurement Policy and Procedures Manual
  • Ensures suppliers deliver materials and services in accordance with standards of price, time, quantity and quality agreed upon.
  • Ensures all invoices are audited for compliance with contract terms and supervises contract closeout.
  • Responsible for ensuring digital and hard copy record are maintained and procurements are documented from origination through completion.
  • Maintains complete record of contracts for goods and services.
  • Monitor performance against targets and deliverables for all contracts, including performance of sub- contracting partner.

 

  • Ensures all vendors have a performance evaluation completed on an annual basis and the vendor database is update regularly.
  • Makes recommendations on policies and procedures as needed to ensure the success and compliance of all procurement related activities.
  • Coordinates routinely with other departments to ensure effective and timely coordination and teamwork in procuring goods and services.
  • Provides procurement research, guidance, and direction by presenting available procurement options.
  • Assist in conducting evaluations of procurement staff for review and approval. Coaches, trains, counsels, and advises staff; takes corrective action as needed.
  • Exhibits a strong sense of urgency to maintain high personal performance while making decisions and allocating resources in a cost-efficient manner.
  • Perform any other duties that relates to procurement as requested by the Procurement Co-ordinator.

 

 Minimum Qualification, Skills and Experience Required:

Requirements:

  • A minimum of 3 years procurement experience in NGO or commercial organisation
  • Proven experience of staff management.
  • Ability to deliver under intense pressure. Self-starter who can manage their own workload and motivate team members.
  • Qualification in Economic, Business Administration or any related studies will be a distinct advantage.
  • Computer Skills, including proficiency in Email, Microsoft Excel and Microsoft Word are essential.
  • Proven computer literacy in MS-Word, MS-Excel MS-Access or related programs.
  • Ability to plan, prioritise, coordinate and perform multiple tasks simultaneously.
  • Ability to work under pressure and to meet deadlines.
  • Spoken and written fluency in English essential
  • Honest, responsible and in good physical condition to meet the demands of the job.
