Description
This position is located in the United Nations Mission in the Republic of South Sudan (UNMISS) in Yambio. Yambio is classified in the "E" category and as a non-family duty station. The incumbent will report directly to the Senior Human Rights Officer, Regional Coordinator of Greater Equatoria, under the overall supervision of the Director of the of the Human Rights Division (HRD).
Responsibilities
Within delegated authority, the Human Rights Officer, Team Leader of Yambio Field Office, will be responsible for the following duties:
• Plans, coordinates and leads team in the conduct of investigations into alleged violations of international human rights and humanitarian law in South Sudan in compliance with UN standards;
• Research, review and collect information pertaining to human rights matters directly related to the situation to investigate, including gender-specific data and indicators;
• Analyses and synthesizes significant amounts of information of relevance to human rights;
• Develops information gathering and operational plans, including interviews and the collection and analysis of open sources material;
• Drafts, reviews and coordinates the timely delivery of variety of reports, analytical documents, briefings and other type of communications in compliance with established standards, including with regard to public human rights reports;
• Develops the methodology and tools to collect and process all data including for the identification of perpetrators;
• Undertake risk assessment in the framework of Human Rights Due Diligence Policy (HRDDP) and monitor implementation of mitigating measures;
• Maintains OHCHR Database up to date and clear documentation systems;
• Trains and supervises new/junior staff;
• Performs other related duties as necessary.

Education
Advanced university degree (Master's degree or equivalent degree) in international public law or related field. A first-level university degree in combination with two additional years of experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of progressively responsible experience in the human rights or closely related field required.
Experience working in a challenging conflict related settings or post-conflict setting, outside the country of origin required.
Experience in human rights monitoring and reporting experience required.
Experience in leading and conducting complexe human rights investigations or fact-finding missions required.
At least one year of experience in managing teams is required.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.
