Activity Summary:

In late 2020, some of the heaviest rainfall in over a century hit Sudan’s Khartoum State, leaving over 875,000 people directly impacted by flooding and 150 people killed by landslides and flash flooding. As a result of the floods, over 10 million people were left at risk of contracting water or vector borne disease and more than 100,000 houses were reportedly damaged or destroyed across Sudan.

DRC’s response aims to address the immediate needs of flood affected communities of Soba West in Khartoum, through targeted sectors of DRR, shelter, and market recovery. The proposed action is informed by multi-sector needs assessments in the target intervention areas which have clearly demonstrated that humanitarian needs continue to remain after flooding, and require a dedicated response.

Overall purpose of the role:

The Shelter Officer, with the training and support from the Shelter Manager, will work in all matters concerning the rehabilitation of the affected shelters in flooding areas, recovery of the business affected in the targeted communities, including needs assessment activities, technical shelter surveys to categorize the shelters based on their current structural conditions as well as Cash for Work activities and trainings  are the main objectives of the role.

• Ensure adherence with DRC policies, tools, handbooks, and guideline
• Implement delegated shelter project portfolio

• Prepare and develop status reports as required by management
• Ensure proper filing of documents
• Ensure that projects target beneficiaries most in need, and explore and assess new and better ways to assist
• Promote and share ideas for technical improvement

Specific responsibilities

• Supervise, training, support the Shelter assistants as well as performance reporting,
• Under the supervision of the Shelter Manager initiate the drafts of technical drawings, develop Bill of Quantity and technical specification notes for shelter projects.
• Development of shelter and other related designs
• To assess the construction training needs of the community and assist in the development of appropriate training materials and plans
• Submit modification proposals on rehabilitation designs to improve shelter activity for unpredictable soil constraints
• Assist in developing emergency shelter designs and organize emergency responses,
• Responsible for preparation and follow up of procurement requests and updating the procurement database.
• Work closely with logistics and community members to accurately control the quantities and qualities of materials delivered.
• Support the logistics department in planning the movement of trucks to supply shelter materials to interventions sites.
• Establish and maintain good working relationships with local authorities, local communities, local committees and partners as well as with all stakeholders in DRC area of intervention
• Encourage the participation of female workers in key positions in the construction / rehabilitation of community infrastructures and all shelter activities
• Prepare periodic progress reports and other documents as required
• Represent DRC in coordination meeting when delegated
• Assist, in organizing and lead technical needs assessments, focus group discussions and technical discussions with stakeholder
• Develop technical specifications for materials and construction activities in coordination with Project Coordinator. Prepare Technical designs as required
• Track and record information related to follow up carried out by Shelter Assistants – Technical relating to any project beneficiary information requests and complaints in regards to technical aspects of implementation as directed by Shelter Manager and M&E unit

• 3 years’ experience working with an NGO in an emergency response setting is an advantage;
• Experience in building construction industry and households repairs and rehabilitation is an advantage;
• Problem-solver and results-oriented;
• Excellent skills in Microsoft Office; Engineering design software such as CAD is mandatory.
• Familiarity with GPS, ARC, GIS is an advantage.
• Commitment to DRC’s overall aims and policies and experience of promoting gender equity and ensuring vulnerable people’s needs are met;

Education:

• University degree from reputable institution in Civil Engineering or Architecture is mandatory
• Postgraduate studies on the above field is an advantage

Languages:

• English (required - fluent in speaking, reading, and writing).
• Arabic as mother language
