STANDARD MINIMUM QUALIFICATIONS
Education: Minimum completion of Secondary School Education plus a post-secondary certificate in Human Resources Management, Business Administration, Public Administration, or any other relevant field.
Experience: Minimum 5 years of working experience in HR-related tasks, particularly Payroll Administration in large organizations (above 300 staff); working with HR Information Management systems. Advanced level in MS Excel, Access. Working experience with MS Office suite applications.
• Ability to conduct basic analyses in order to generate periodic reports and make recommendations for further actions.
• Ability to build relationships with a variety of individuals across functions and outside WFP in order to effectively contribute to the functioning of the unit.
• Experience in supervising and co-ordinating tasks of subordinates to be able to train and supervise junior staff members within the HR function.
• Ability to work with minimum supervision and use initiative to perform administrative tasks within broad WFP guidelines and standards.
Language: Fluency (level C) in English language. Ability to read and communicate in Classic Arabic and Juba Arabic.
ORGANIZATIONAL CONTEXT
Based in the WFP South Sudan Country Office and located in Juba. The Human Resources Associate is a member of the National Staff Administration section of the Country Office Human Resources Unit. The HR Associate is expected to support the HR Officer in reviewing, compilation, processing and running of monthly payrolls for all national staff. Reporting to the HR Officer, the HR Associate is expected to use initiative and knowledge to independently respond to queries with general guidance from Senior Members of the HR Unit and refer to appropriate corporate documents.
JOB PURPOSE
The HR Associate is expected to provide full support to the HR Officer National Staff Payroll Administration.
KEY ACCOUNTABILITIES (not all-inclusive)
Monthly Payroll Administration and Payment
Administer monthly payrolls for locally recruited employees. Ensuring payroll related entries such as employees listed on the monthly payroll, payroll related entitlements (overtime etc), adjustments, recoveries are accurately reflected in respective payroll administration systems. Prepare Budget Control System (BCS) documents for settlement of non-payroll related payments such as reimbursement for entry on duty /periodic medical examinations Compiles payroll relevant documentations (physical and electronic) and maintains HR Payroll records in an easily retrievable manner. Ensure all necessary approval of monthly payrolls are received prior to delivery of the payroll to Finance unit for final processing and disbursement. Resolve discrepancies in payments in a timely manner escalating for HR Officer’s support as appropriate. Act as contact person for UNDP Payroll Administration unit based in Copenhagen to share payroll relevant information, documentation as well as to resolve payroll related issues. Generate Social Security monthly paysheet for Service Contract (SC) holders and send to Private Pension Company CIC Insurance upon receipt of signed paysheet. Support separating Service Contract (SC) holders in processing of their CIC reimbursement claims by confirming details of separating SC holders to CIC quarterly.

HR Information Management Systems Administration
Ensure timely action is taken in HR Information Management systems to reflect a wide range of personnel actions (such as appointments, separations, contract extensions, etc.) ensuring accurate data entry. Maintain data integrity in databases, report discrepancies and initiate corrective actions when necessary. Act as alternate CO Timekeeper for national staff.
Medical Evacuations and Insurance
Act as alternate focal point for medical evacuations/travel and related travel arrangements. Review and confirm periodic eligibility list for SC/SSA enrolled under the WFP Global Medical Insurance Death & Disability policy (MIDD) and submit to WFP Global Medical Insurance Division. Respond to medical insurance and hospitalization related queries. Perform other tasks as directed by HR Officer and/or Head of HR Unit.
General
Evaluate, develop, and recommend procedures. Participates in discussions on new/revised procedures and practices; interprets and assess the impact of changes and makes recommendations on follow up actions. Guide and train other support staff members in area of responsibility. Provide briefing/debriefing to staff on HR related issues. Draft correspondence on a range of human resources related issues for the clearance/signature of the HR Officer and/or the Head of HR Unit. Perform other duties as directed by HR Officer and/or Head of HR Unit.
