The GIZ Office in Khartoum is looking for a qualified person to fill the following position:

 

 Supervisor: component leader for vocational training and work in close cooperation with the international advisor for SCVTA.

 Background:

On behalf of the European Union and the German Federal Ministry for Economic Cooperation and Development (BMZ), GIZ implements a project to promote employment in the three capitals of North, West and South Darfur. The project aims at improving the livelihoods of the local population, internally displaced persons and refugees by enhancing both the demand and supply sides of the labour market. On the demand side,the project works with private sector organisations and producer associations to improve business and entrepreneurship development services that will enable young people to start their own business and artisan workshops and small businesses to grow and create jobs. On the supply side, the project strengthens the capacities of technical and vocational training providers to deliver market-oriented skills training. To complement these efforts, assistance is provided to stakeholders, including the Labour Offices in the three respective towns, who can link young job seekers to opportunities for apprenticeship, employment or self-employment. Particular attention is paid to marginalised groups such as internally displaced persons, refugees and women.

 Duties and responsibilities:
  1. Responsibilities

The position holder is responsible for:

  • Supporting the implementation of the project objectives as part of a multicultural team;
  • Building up capacities of SCVTA and StCVTAand support them in the reform of TVET system
  • Support the development of an NQF with a special focus on short training measures
  • Supporting capacity building measures invocational vraining institutions in relation to standardisation, testing, and data collection
  • Advising with a specific focus on inclusiveness in TVET framework considering gender and social disparity including people with disabilities, refugees and other disadvantaged groups.

 

In this context, the position holder fulfils the following tasks:

  1. Tasks
  • Supporting project planning and the conceptual development including preparation, organisation and facilitation of planning exercises and their implementation, management, monitoring, evaluation, communication and documentation;
  • Analysing lessons learnt and compiling best practices for project implementation;
  • Developing ready-to-use strategies, innovative initiatives and technical concept notes, including guidelines, manuals and Terms of Reference;
  • Prepare and organise conferences, trainings, and workshops with relevant partners
  • Conducting linguistic and cultural translation (oral and written Arabic and English);
  • Drafting reports, articles and other written documents in English and Arabic;
  • Performs other duties and tasks at the request of management.
 Minimum Qualification, Skills and Experience Required:
  • University degree (at least Bachelor or equivalent) in vocational education or engineering or similar fields;OR: vocational training diploma combined with relevant work experience;
  • Extensive knowledge of the vocational training system and institutes in Sudan/Darfur
  • Profound experience in cooperating with TVET regulatory bodies and line ministeries; as well as collaboration with the private sector
  • Business and results orientation;
  • Experience in working within international teams;
  • Very good working knowledge of ITC technologies and computer applications (i.e. MS Office);
  • Awareness about issues of gender equality, women’s empowerment, and inclusion of people with disabilities and social disparities;
  • Excellent English and Arabic communication skills, both verbal and in writing

 

Sectoral Competences:

  • Familiarity with the vocational training system in Sudan and its institutional setup;
  • Knowledge of national vocational and educational training (VET) policies as well as regulations regarding training and employment of teachers and examiners
