Description
This position is located in El Fasher within the African Union/United Nations Hybrid Operation in Darfur. The incumbent will be expected to carry-out his duties under the immediate supervision of the Chief of Service Management in the Field Technology Section (FTS) and the overall supervision of the Chief FTS.
Responsibilities
Within delegated authority, the Telecommunications Assistant will perform following duties:
Information Management Support:
Processes incoming and outgoing Code Cables and facsimiles in a timely and efficient manner; observe and monitor reliability of communications equipment facilities; Respects and observes the confidentiality of all documents that flow through the Communications Centre; Assist in the maintenance of a proper filing system of outgoing and incoming daily correspondence; Assist in identifying files for archiving and perform the same using appropriate electronic archiving systems; Opens and closes new logging sheets for the proper recording of outgoing and incoming messages; Provides first level maintenance to equipment used in the facility; Participates in writing reports and papers on systems-related topics, system requirements, information strategy.
Budget and Finance:
Coordinates the preparation of the annual cost estimates and budget proposals, in terms of FTSs requirements for goods and services; Coordinates with UNHQ counterparts, , for Budgetary purposes; Oversees the proper management of Letters of Assist (LOAs) with several Governments to the mission, including budgeting, certification of services, payments, tracking, and reporting; Provide support to FTS Unit managers with respect to the elaboration of resource requirements for budget submissions using current/historical data and report analysis; Takes the lead with respect to the preparation and implementation of the acquisition plan, ensuring that financial resources are utilized to implement activities in accordance with the budget and allotments issued; Monitors and reviews the acquisition plan and budget by conducting regular and special reviews to assess the progress of actual budget implementation versus the acquisition plan; Ensures the efficient and effective use of budgetary resources through robust monitoring of budget utilization to the approved budget and timely provision of information to FTS Management for decision making; Liaises frequently with UNAMID Finance and Budget Section colleagues for proper implementation of Budget, Coordinates quarterly RBB reports in line with Expected accomplishments, Indicators of achievement, with Portfolio of evidence and provide proper variance justification when there is a deviation between Planned outputs and Actual output; Oversees contracts performance in close coordination with programme managers.
Operations Support:
Provides assistance to Section/Unit Chief related to the administration of the section/unit's human resource activities, e.g., recruitment, placement, promotion, relocation, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures; Assists with the coordination of ICT services for the mission's senior management and administration offices; Assist with the coordination of other administrative duties, such as: the administration of the section/unit's travel programme; monitoring accounts and payment to vendors and individual contractors for services; physical space planning; and coordinating administrative arrangements for seminars, conferences and meetings; Provides guidance, training and supervision to junior staff in the area of administration within the section/unit; Performs other related duties as required.

Ability to perform a broad range of administrative functions, e.g., budget/work programme, human resources, database management, etc. Ability to apply knowledge of various United Nations administrative, financial and human resources rules and regulations in work situations. Experience in management of big budget and LOAs. Education
High school diploma is required; Additional supplemental courses and technical certification in electronic telecommunications, administration, accounting or other related field is highly desirable.
Work Experience
At least eight (8) years of working experience in providing ICT operational support services related to budget, HR, assets, and/or ICT operations support are required.
Field experience in United Nations Peacekeeping missions is an asset.
Languages
English and French are the working languages of the United Nations Secretariat. Fluency in English (both oral and written) is required; knowledge of French is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
