Description

Background:

In response to the Tigray refugee crisis, NCA has established operation in Al-Gadarif, Eastern Sudan since November 2020. Current NCA WASH interventions are focused on provision of sanitation and hygiene services to refugees in Tunaidhbah Camp, especially focusing on the construction and rehabilitation of sanitation blocks (latrines, showers, handwashing stations), provision of hygiene kits, solid waste management and vector control. These elements are being supported by a strong health promotion and hygiene education component focusing on key topics such as critical times for handwashing, safe water chain, environmental sanitation and Covid-19 prevention, targeting 15,000 refugees. The main objective for the WASH programme is to provide life-saving access to sanitation and hygiene services and prevent major WASH related health risks and energy and environment related risks in refugee settlements in Tunaidhbah and surrounding host communities by:

  1. Promoting safe sanitation, hygiene, and environmental practices, including appropriate use and maintenance of sanitation facilities and services.
  2. Ensuring appropriate community involvement in the design and delivery of essential hygiene and sanitation and energy services.
 Duties and responsibilities:

Specific Objectives of the Mission (Objectives, Scope and Deliverables)

 

1. Implementation, Monitoring and Reporting of WASH Activities:

  • Ensure timely and quality implementation of the sanitation component of the WASH programme in line with activity plans and commitments. Ensure all WASH activities comply with relevant international and humanitarian standards (e.g., Sphere), national standards (e.g., Ministry of Health, WASH cluster guidelines), and donor requirements.
  • Ensure regular visits and technical assessment of the construction sites.
  • Ensure the quality of construction works, provide recommendations, implement corrective actions and follow-up with Executing Firm.
  • Ensure proper collaboration and communication with COR, WASH partners and local authorities on management and maintenance of the facilities.
  • Provide weekly update and reporting on progress of construction activities. Contribute to the compilation of reports (ad hoc, monthly, and final reports).
  • Lead and provide technical guidance and mentor the infrastructure supervisor team.
  • Support the further development of the WASH programme based on assessments, needs, gaps and funding opportunities, in collaboration with the Health Promotion and Hygiene Education Officer and under the lead of the WASH Manager.
  • Coordinate and collaborate with the Health Promotion and Hygiene Education Officer ensuring that the WASH project delivers an integrated hygiene and sanitation response.
  • Coordinate and collaborate with the GBV/ASRH team to ensure prevention of GBV related risks is included in all activities and ensure coordination and integration of project activities.
  • In collaboration with the Health Promotion and Hygiene Education Officer, assess the barriers and enablers for people with disability (PWD), and prepare and implement measures to accommodate for PWD for all WASH facilities and services.
  • Assess the feasibility of CLTS in the host communities. Plan and implement CLTS, as relevant.
  • Follow up with logistics team, the planification and procurement of construction goods. Plan for the resource needs and submit purchase requests and monthly cash forecasts to the Emergency Coordinator in a timely manner.
  • Follow up with finance team for the payment of Volunteer staff under his supervision.

2. Coordination

  • Ensure good coordination with WASH actors along with cross sector lead Education, Protection, and UNHCR, COR, etc.
  • Represent NCA in WASH Committee Meeting and WASH Working Group in Tunaidhbah, and relevant coordination mechanisms in Al-Gadarif, e.g., WASH Coordination Meeting, WASH Technical Working Group, etc.
  • Collect and share relevant updates/Information on the camps, surrounded villages as part of the preparation of a long-term project, while considering the interventions of other actors in the project location.
  • Ensure that NCA WASH activities are properly listed in the WASH Cluster monitoring tools on a regular basis.

3. Assessment

  • Conduct WASH needs assessment and reporting, including a preliminary overview of the needs that must be underpinned by the needs identified by the WASH cluster. Focus on sanitation needs, particularly the chances of success of the implementation of the CLTS approach in the villages around the Tunaidhbah Camp, as well as climate resilient water supply for the host community.
 Minimum Qualification, Skills and Experience Required:

4. Candidate Profile

  • Experience - Minimum three years of experience working in construction, in a role of supervision and quality control. - Minimum three years of field experience in WASH in refugee and/or IDP camp settings in rural/remote area in a humanitarian context.
  • Qualifications and knowledge - University degree/diploma in Civil engineering or related studies - Specific training: Water and Sanitation etc.
  • Skills and abilities - Essential computer skills: Office 365 package (Word, Excel), Auto Cad - Autonomous, organized, flexible, proactive - Ability to work under pressure, lead teams, have good communication and collaboration skills - Ability to work in an international and multicultural environment - Good knowledge of the humanitarian sector and the refugee contextual situation in Tunaidhbah is an asset.
  • Languages - Arabic: fluent with excellent writing capacities - English: fluent with excellent writing capacities.
